I'm open to suggestions.If the battery is weak, or as you say under 90% charge it may make starting by starter motor very difficult to impossible.With that said, the first thing we would advise you to do is to make sure the starter motor is properly installed and lined up correctly within the engine.

For a engine to start; many things need to happen simultaneously and in rapid succession.Check that all bolts are tightened.Grinding sound: you hear it spinning like normally it should, but it comes with a grinding sound like sprockets not engaging correctly: worn out bendix (sprocket that engages the flywheel), and/or the flywheel (replace).

An oil-soaked starter likely has a short life remaining.You want to make sure that the power does not stay on once your ignition switch is released.I suspect that the Bendix is jammed into the flywheel.I don’t know if I should try to reconnect the bolts and wiring and try the ignition or try turning the engine by hand.It had been showing signs of a bad solenoid before letting sit for a month.Clicking a few times than catching after a few tries.I hope I’m not hosed on this.
